Delta, Akwa Ibom receive highest allocation in November

Lagos – Delta State received the highest allocation of the 13 percent derivation fund shared by the 11 oil and gas producing states in the country in November 2025, followed by Akwa Ibom State, according to the Office of the Accountant-General of the Federation, OAGF.

Data obtained from the OAGF showed that of the N134bn shared by the oil producing states during the month under review showed that Delta State got N41.678 billion while Akwa Ibom State received N29.216 billion.

Bayelsa State collected N26.013 billion and Rivers State was next with N22.664 billion.

According to the data from the Office of the Accountant-General of the Federation also, Ondo, Edo and Imo states got N4.261 billion, N3.655 billion and N3.557 billion, respectively.

Abia State collected N2.225 billion while Anambra State received N1.087 billion.

Two states, Enugu and Kogi states were newly added to the list of beneficiaries of the 13 percent derivation fund, as both states received N144.167 million each, from gas produced in the states.

In comparison, in the month of October 2025, the OAGF noted that Abia, Akwa Ibom, Anambra, Bayelsa and Delta received N1.882 billion, N27.418 billion, N2.094 billion, N29.406 billion, and N45.923 billion, respectively, while N3.954 billion, N3.391 billion, N4.228 billion, and N23.098 billion, were allocated to Edo, Imo, Ondo and Rivers states, respectively.

The 13 percent oil derivation principle is a constitutional provision that mandates the allocation of 13 percent of the country’s total mineral revenue to the states from which that revenue was extracted, the aim being to compensate these states for the environmental and infrastructural impacts of oil and gas exploration and to assist them in developing their communities.

Overall, the 11 oil and gas producing states in Nigeria shared N134.356 billion from the country’s oil and gas revenue in November 2025.

In its December 2025 presentation to the Federation Account Allocation Committee, FAAC, the OAGF stated that the amount paid to the eleven oil-producing states in November was 4.98 percent lower than the N141.395 billion received by the states in October 2025.

Giving a breakdown of the funds shared by the states, the OAGF disclosed that gross allocation to the states from crude oil stood at N124.232 billion in November, compared with N130.196 billion in October; while gross derivation on gas, using new 13 percent derivation indices, stood at N10.124 billion, down from N11.197 billion in the previous month.
