Job Description:

We are seeking an experienced Department Manager for Strategic Planning to lead critical infrastructure and urban development initiatives. The ideal candidate will be responsible for:

 

Key Responsibilities:

  • Develop and implement comprehensive five-year strategic project portfolios
  • Manage project registration and stage-gate process
  • Lead national and regional master planning efforts
  • Review and approve capital investment plans
  • Prioritise and align projects with strategic key performance indicators
  • Coordinate with governmental departments and external stakeholders
  • Develop capital expenditure plans for specialised programs
  • Support cross-departmental strategic planning and coordination
  • Assess organisational capabilities and recommend strategic workforce improvements
  • Integrate geospatial data into centralised database platforms
  • Develop knowledge transfer and on-the-job learning programs

 

Qualifications:

  • Bachelor’s or Master’s in Engineering or Urban Planning from an accredited Western university
  • Minimum 20 years experience in national/international development initiatives
  • Proven track record of engaging with utility providers and stakeholders
  • Expert-level expertise in:

– Major development and urban planning

– Infrastructure planning

– Water and wastewater master planning

  • Extensive international work experience (Middle East experience preferred)
  • Strong cultural understanding of regional project environments
