About Permian
Straddling West Texas and Southeastern New Mexico, the Permian is the most prolific oil and gas basin in America and the engine behind the country’s energy renaissance. Nationally, it provides about 40% of oil and 15% of gas production and plays a critical role in making the U.S. a leading energy exporter.
The merger of ExxonMobil and Pioneer creates an Unconventional business with the largest, high-return development potential in the Permian Basin. The combined company’s more than 1.4 million net acres in the Delaware and Midland basins have an estimated 16 billion barrels of oil equivalent resource. In 2023, we produced, on average 612,000 barrels a day in the Permian Basin, and we’re aiming to produce 1 million barrels per day from our Permian assets by the end of 2027. Investments in infrastructure from New Mexico to the Gulf Coast enhance logistics and integrated value. We’ve advanced gathering and processing facilities, including the Cowboy central delivery point. Integration maximizes resource development through to fuels, lubes, and chemicals. The Permian Basin business unit also has the distinction of being the first at ExxonMobil to unveil and execute a plan for net zero Scope 1 and 2 greenhouse gas emissions in operated assets by 2030, as part of the Corporation’s broader 2050 net zero ambition.

What role you will play in our team
The Environmental Advisor will support upstream unconventional and conventional development in permitting, compliance, and reporting for operations across the United States. The position plays a critical role supporting compliance with State and Federal regulations. This may include air and greenhouse gas recordkeeping, permitting and reporting; management of soil, water, and waste; regulatory permitting or compliance for surface and subsurface operations. Actual job role could vary based on experience and knowledge of candidate(s). The position will be based in Spring, Texas, Carlsbad, New Mexico, or Midland, Texas, with domestic travel to field operations.
What you will do
- The Environmental Advisor will support permitting approval and compliance with Applications for Permit to Drill (APD); air permits and registrations; or compliance with soil, water, and waste regulations associated with oil and gas operations.
- Collaborate with multidisciplinary teams to prepare permits, regulatory reports, training, and maintain internal stewardship metrics. This is could include air emissions inventories, waste tracking, comingling approvals, or other metrics as defined by the supervisor.
- Provide compliance support to upstream sites, including analysis of regulations and applicability determinations
- Complete internal and external reporting obligations for assigned reports/requirements (e.g. SARA 311/312, ERIC, TRI, GHG)
- Support compliance assurance processes including, Regulatory Analysis, Regulatory Interpretations and Guidance and Compliance Support Tools (e.g. checklists, workshops, manuals, database)
- Participate in internal and external regulatory compliance assessments
About you
Skills and Qualifications
- Demonstrated knowledge of Federal & State of New Mexico, Texas, or North Dakota oil and gas or environmental regulations
- Demonstrated knowledge of Clean Air Act, Clean Water Act, and Resource Conservation and Recovery Act (RCRA)
- B.S. or equivalent work experience is required
- Prior experience supporting upstream oil and gas operations in the United States.
- Demonstrated leadership skills
- Effective communication skills
- Organizational leadership skills
- Strong computer skills (Microsoft Excel, Work, PowerPoint, etc.)
- Ability to work independently and as part of a team
- Strong detail orientation
- Strong business ethics
Preferred Qualifications/ Experience
- Compliance or permitting experience with BLM or US Forest Service regulated wells in New Mexico, North Dakota, or Texas, including experience with APDs, COA, AFMSS2, and Sundry notices.
- Prior experience with state and federal air permits and compliance, including OOOO, OOOOa, OOOOb; NESHAPs; Title V; ProMAX; flares/combustors. Experience in New Mexico, Texas, Pennsylvania, Oklahoma or North Dakota preferred.
- Experience with greenhouse gas (GHG) inventories and reporting under 40 CFR 98 subparts C and W; OGMP 2.0; or other equivalent inventory and reporting requirements.
- RCRA and State waste management experience, including TSCA, NORM, waste profiling, manifesting, and reporting.
- Emergency response/Incident Command System (ICS), spill response, and remediation experience.
