Permian Basin Overview

ConocoPhillips and its heritage companies have operated in the Permian Basin for almost 100 years. Across New Mexico and Texas, the company holds conventional positions in the Northwest Shelf and Central Basin Platform, and an unconventional position in the Delaware Basin. Permian saw significant growth in 2021 with the acquisition of Concho Resources Inc. in January 2021 and the addition of Shell’s Permian acreage in December 2021. At year-end, the company held approximately 1.5 million net acres in the Permian Basin.

Net production for the Permian in 2022 was 461 MBOED.

Description

This position is for an expert in Air Compliance and Permitting issues with practical environmental experience managing compliance issues for federal laws as well as state requirements. If you are selected as the Environmental Engineer, you will be a member of the Lower 48 Environmental and Sustainable Development (E&SD) team supporting the Permian business unit, focused on compliance and air permitting for operations in New Mexico. You will provide strategic input on various internal and external initiatives around air emissions. You will collaborate with other members of the E&SD team, Production Operations, Facilities Engineering, Production Engineering Development, and Maintenance and Reliability to manage or support the submittal of compliance reports including NSPS reports, Subpart W report, and other required reports. You will provide strategic approaches to the preparation of air permit registration applications. You will handle the development of compliance tools and programs in accordance with regulatory or internal company requirements.

Responsibilities may include:

  • Develop compliance programs and tools to ensure compliance with air permit requirements and federal and state laws including NSPS JJJJ, NSPS OOOO/OOOOa/OOOOb, NESHAPs ZZZZ, etc. including submittal of OOOO, OOOOa and OOOOb reports to agencies
  • Prepare complex air permit applications for oil and gas facilities
  • Gather, maintain and analyze datasets, for the purposes of emissions monitoring and emission calculations to develop automated compliance programs that can be used for continuous improvement in data quality and data integrity for environmental reports
  • Verify compliance obligations that are site and permit specific, such as combustor and flare controls
  • Assist with Title V compliance obligations and reporting requirements
  • Represent company in dealings with agencies (state & local), trade associations, and other partners
  • Solve unique and complex problems and develop solutions for changing regulatory environment at the state and Federal level and advise on technical standards
  • Collect and submit information for regulatory permits, authorizations, and reports, in response to agency inquiries
  • Provide strategic input on various internal and external initiatives around Air including GHG emissions
  • Network with operations by attending morning operational meetings and monthly safety meetings
  • Become an authority in the use of tools and technology associated with air emissions management (i.e., FLIR camera, EPA electronic reporting tools, performance testing protocols/procedures, automation/metering and other data collection, sample collection and analytical methods)
  • Provide environmental technical knowledge and training to operations and engineering early in the planning process to proactively embed environmental considerations into design, planning, and implementation

Basic/Required:

  • Must be legally authorized to work in the United States on a full-time basis for anyone other than current employer
  • Bachelor’s degree or higher in Engineering or foreign equivalent
  • 3+ years of engineering experience
  • Willing and able (with or without reasonable accommodation) to travel 20% of the time on a yearly basis

Preferred:

  • 5+ years of experience in Air and GHG environmental compliance/permitting or regulatory compliance in an oil and gas and/or petrochemical industry
  • Prior experience in completing NSPS Subpart OOOO/OOOOa reports for submittal to the EPA
  • Air permitting experience for Upstream oil and gas facilities
  • Efficient verbal and written communication skills needed to collaborate with multiple clients
  • Demonstrate leadership and dedication to foster a zero safety and environmental incident culture
  • Ability to network and gain collaboration from members of other workgroups
  • Takes ownership of actions and follows through on commitments by holding others accountable and standing up for what’s right
  • Delivers results through realistic planning to accomplish goals
