The National Operations Liaison Coordinator (NOLC) is a responsible for ensuring the liaison function is delivered in full compliance with the company standards and shareholder expectations at their assigned site. In close cooperation with the Senior ASI (SH ASI), the NOLC observes and provides assurance that internal security, manned guarding, and physical site security measures meet the required standards and that any issues are promptly reported and addressed.
Key Accountabilities and Tasks
- Perform liaison duties under the direction of the Site OLS (or in his absence, the OLC), adhering to JV standards.
- Demonstrate thorough understanding and competent execution of the QA/QC process.
- Prepare and complete Security Examination Reports (SER), Security Job Analysis (SJA), and Security Walk and Talk (SWAT) activities, linking findings into the QA/QC database.
- Operate communication systems such as BGAN independently.
- Support the ASI and SSI teams by providing operational assurance, guidance, and advice to contractor guards, ensuring all the company internal and external security standards are met.
- Apply JV reputational and ethical standards in daily liaison activities.
- Contribute to crisis and emergency response planning, training, and execution.
- Fully understand and apply company’s transportation policies and road safety requirements.
- Serve as an Emergency First Responder when required.
- Produce written reports related to liaison activities as requested.
- Maintain regular and timely reporting to the Site OLS.
Operating Environment
The position is site-based within one or several the company locations in Algeria, with possible transfers as required by the Liaison Team Leader and company operational needs. The NOLC operates in compliance with Algerian regulations, company policies, and ethical business standards.
Framework, Boundaries, and Decision-Making
Work follows established JV policies, procedures, standard practices, and ethical guidelines. Clear reporting lines and boundaries exist to ensure JV security requirements and best practices within the IOC community are maintained.
Required Knowledge, Skills, Experience, and Competencies
Basic Qualifications & Knowledge
- Minimum 5 years’ experience in security or HSE management.
- Strong expertise in corporate risk and security management, preferably with exposure to multinational environments.
- Proficient in risk mitigation, security analysis, and physical security systems.
- Understanding of business continuity models.
- MIRA qualified or equivalent advanced medical training for remote area operations.
- Experience working with foreign or multinational companies is highly desirable.
Experience and Skills
- Relevant security experience from military, police, or industry sectors.
- Proven ability in instruction, coaching, training, or mentoring.
- Fluent in written and spoken Arabic, French, and English.
- Proficient with Microsoft Office and IT systems.
- Strong organizational skills.
- Comfortable working in multicultural environments and engaging all staff levels.
