Job Description:
The Nigerian Content Lead is a strategic role responsible for overseeing and ensuring compliance with Nigerian Content regulations in the Oil and Integrated Gas projects. This role demands a comprehensive understanding of the Operator and Contractor obligations as prescribed by the Act, alongside strong leadership and strategic management skills. The Nigerian Content Lead will lead efforts to drive Nigerian Content Compliance (NCC), manage stakeholder relationships, and ensure the successful implementation of Nigerian Content strategies.
Key Responsibilities:
Leadership and Strategic Management:
- Lead the development and implementation of Nigerian Content strategies across all projects.
- Provide leadership and guidance to the Aradel teams, ensuring alignment with organizational goals and regulatory requirements.
- Develop and drive strategies for achieving key performance indicators in the Guidelines for Nigerian Content Development
Regulatory Compliance and Reporting:
- Prepare Yearly Organizational Nigeria Content Plan for onward submission to NCDMB.
- Preparation and timely submission of Nigerian Content Monthly and Quarterly Reports as detailed in the NC Act and NCDMB templates.
- Implementation of Company’s Nigerian Content plan and periodic reporting on performance
- Coordination and Presentation of a Biannual Nigerian Content Performance and Monitoring Reports as required by NC Act.
- Liaise and monitor progress with NC research and development projects in compliance with NC Act.
- Liaise with all stakeholders to prepare and monitor the company’s Nigerian Content Plans in compliance with NC Act for all the proposals submitted.
- Ensure compliance with the Nigerian Content Development Act and other relevant regulations.
- Coordinate with Contractors for the preparation, review, issuance, and implementation of the Nigerian Content Plan.
- Organize, direct, and manage action points from NCDMB performance meetings.
- Execute any other NC related activities as required from time to time.
Stakeholder Management:
- Serve as the focal point for all requests and communication with the Nigerian Content Development and Monitoring Board (NCDMB).
- Build and maintain professional relationships with key personnel in the NCDMB project and Monitoring Teams.
- Follow up with all NCDMB tender certifications and approvals, ensuring they are received within set deadlines and flagging any delays.
Monitoring and Evaluation:
- Set Nigerian Content criteria and carry out suppliers’ NCD evaluations.
- Provide tools and processes to measure and monitor Nigerian Content compliance on all ongoing contract executions.
- Track and monitor the delivery of the organization’s Human Capital Development (HCD) for all projects.
- Ensure that contractors and subcontractors are appropriately registered on the NOGIC NGQS and certified to provide materials and services.
Project Coordination:
- Coordinate and supervise Nigerian Content performance in project contracts in conjunction with Contract Holders.
- Manage NCC on specific projects Procurement, including processing waivers for out-country sourcing.
Industry Trends and Capacity Building:
- Stay updated on industry trends focused on the development of local capacity.
- Drive initiatives for capacity building within the local industry to meet project demands and regulatory requirements.
Qualifications:
- Bachelor’s degree in engineering, Business Administration, Sciences, or related field. A master’s degree is an added advantage.
- Minimum of 10 years of experience in the oil and gas industry, with at least 5 years in a Nigerian Content management role.
- In-depth knowledge of the Nigerian Content Development Act and related regulations.
- Proven leadership experience and ability to manage and motivate a team.
- Excellent communication, negotiation, and stakeholder management skills.
- Strong analytical and problem-solving abilities.
- Proficiency in using compliance monitoring tools and software
