Role Overview

The RET OLS serves as the company’s Subject Matter Expert (SME) in Threat and Security Risk Management (SRM). Working closely with ASI, the RET OLS is responsible for identifying, assessing, and prioritizing security risks affecting company personnel, information, assets, and locations. The role involves communicating these risks to company stakeholders and advising on appropriate mitigation measures while monitoring their effectiveness.

The RET OLS oversees all company SRM documentation and ensures SRM activities comply with international standards and sector best practices. This position also drives continuous improvement of SRM within the company.

Key Responsibilities

Risk Management

  • Produce and deliver security risk products for senior management, key stakeholders, and subcontractors, including:
    • Bi-weekly Security Briefs
    • Monthly Threat Slides
    • Security Risk Assessments (SRA)
    • Dynamic Security Risk Assessments (DRSA)
    • Site-Specific Security Plans (SSP)
    • The company Civil Crisis Plan (CCP)
    • Ad hoc/specialist reports as requested by the Security and Asset Manager (SAM)
  • Conduct open-source research on regional and national developments to maintain situational awareness supporting risk assessments and decision making.
  • Develop presentations, briefings, and reports for various JV audiences.
  • Participate as a member of the Incident Management Team (IMT).
  • Plan, coordinate, and execute risk assessment activities across the company.
  • Lead liaison activities and quality assurance/quality control (QA/QC) functions as directed.

Training Management

  • Manage the company Project’s Safety and Security Awareness Training (SSAT) learning system to ensure consistent and continuous training for a widely dispersed expatriate workforce.
  • Deliver initial SSAT training to expatriates upon deployment to Algeria.
  • Provide refresher Continuation SSAT (RSSAT) training on a two-year cycle.
  • Format and oversee Security Walk and Talk (SWAT) safety and security presentations delivered by liaison personnel.
  • Maintain accurate records (both electronic and paper) of all training activities for audit and incident inquiry purposes.
  • Deliver induction briefings covering Security, Health and Safety at Work (HaSaW), and SharePoint systems as requested.
  • Standardize Liaison Team documentation to ensure consistent processes and reporting.
  • Support SSI ASI in delivering SSAT to the company project’s Algerian workforce as needed.

Operating Environment

  • Based in Hassi Messaoud with regular travel to all company locations in Algeria.
  • Adherence to Algerian government regulations, company procedures, and ethical standards is mandatory.

External Contacts

  • Liaison with external threat, security, and risk management SMEs and service providers as directed.
  • Coordination with subcontracted agencies and collaboration with SH ASI.

Framework, Boundaries, and Decision Making

  • Work in alignment with company ethical standards, Algerian regulations, and customer expectations.
  • Major operational or reputational decisions are made in consultation with the Liaison Team Leader (LTL), SAM, and SH ASI.

Required Knowledge, Skills, Experience, and Competencies

Qualifications

  • Recognized formal qualifications in Security Risk Management and Threat Assessment (academic or military/law enforcement equivalent).
  • Advanced First Aid and First Aid Instructor qualifications (e.g., UK Adult and Paediatric First Aid Instructor, MIRA, FREC 3, or TECC).
  • Basic Auditor qualification; Lead Auditor (ISO 9001) training advantageous.
  • Project Management qualification is a plus.
  • Strong experience with learning management systems.

Experience

  • Minimum 10 years in Security Risk Management roles, preferably within oil & gas.
  • Proven expertise in threat assessment, with a focus on terrorism, sabotage, espionage, and non-traditional threats in the MENA region.
  • Experience conducting security surveys at industrial and critical infrastructure sites.
  • Proficient in design and application of physical and technical security measures including CCTV, Perimeter Intruder Detection Systems (PIDS), security lighting, Hostile Vehicle Mitigation (HVM), fencing, cyber/information security, personnel security, and security policies.
  • Skilled in formulation and implementation of Site Security Plans and evacuation planning (air, sea, land).
  • Proficient in Microsoft Office; fluent in English; knowledge of French and Arabic is desirable.
  • Experience working in Algeria or the MENA region.
  • Proven instructional, training, and mentoring skills.
