Our client a leading Oil and Gas Operator based in Aberdeen are currently recruiting for a Process Engineering Authority on a permanent basis. For this role ideally they are looking for a candidate with technical authority experience as well as a strong background in Oil and Gas. See below for the job description:

Position Overview
The Process Engineering Authority will support Process Engineering activities across the business by providing guidance and oversight of competent persons within the assets. Act as the subject matter expert and Technical authority for resolving Process related issues that have been elevated to the TA and ensure that the company standards are complied with and fit for purpose.

Accountabilities
• Process optimisation and simulation
• Support to production engineering
• Specification and oversight of production choke and RAM modelling
• Support to process design, safety and consequence modelling
• Production operated under SCRAs and ORAs
• High pressure/low pressure, high/low temperature and sweet/sour interface management
• Support to commissioning, leak testing and boundary isolation
• Locked-open and locked closed valve management
• Identification and setting performance requirements for safety critical valves
• Aviation fuel systems

• Aspects:
• Detail within specifications and standards
• Required performance, reliability, availability and functionality
• Content and strategy for condition monitoring, inspection and maintenance
• Hazardous area suitability and protection
• Providing direction to and oversight of equipment reliability programs and initiatives
• Trip, alarm and critical functions

• Role accountability:
• Upkeep and appositeness of the following Performance Standards,
• PS-PRO-TLM-025d HC Containment –Critical Valves
• PS-PRO-TLM-044 Vent & Flare
• PS-PRO-TLM-045 Aviation Fuel
• Ensure the Performance Standard routines are defined appropriately to effectively demonstrate the performance of the Safety Critical Elements and are scheduled accordingly, being undertaken and recorded in line with defined requirements.
• Continually monitor the Performance Standard routines being carried out by either review or audit, where appropriate supporting the Assets and instigating changes to the routine, schedule or maintenance philosophies as appropriate
• Discussing with the Independent Verifier the appropriateness of verification schemes and where applicable making changes to the Performance Standards, Verification Scheme, routines or maintenance philosophies for the relevant Safety Critical Elements
• To verify that technical decisions made within asset are in line with Repsol Sinopec Resources UK and Industry standards
• Ensure a safe and environmentally responsible operation that supports Repsol Sinopec Resources UK Licence to Operate
• Owner of role relevant Repsol Sinopec Resources UK Performance Standards ensuring they are relevant, up to date and being adhered to
• Provide technical support and advice to the assets
• Ensure effective and timely close out of Synergi and ICP actions.
• Provide an assurance function to the asset
• Support the competence assurance model in their area of expertise
• Assessment and oversight of deferral process in the area of expertise
• Representing the company externally, i.e. Joint Industry bodies, committees etc
• Review, evaluate and sponsor trials of new technology in support of safety, and economical improvements
• Maintain a firm understanding of the threat Cyber Attacks pose in both regular IT (Information Technology) and OT (Operational Technology / industrial automation) environments and the potential consequences of such attacks

Key Duties
• Final approval of discipline relevant Technical Queries where required, e.g. deviation to standards
• Providing discipline technical input to and approval of ORA’s, SCRA’s and WMS deferrals
• Identification of equipment that poses a risk to ongoing operations (reliability, maintainability, obsolescence etc.)
• Conduct periodic offshore “cold eye” observations (e.g., during otherwise planned site visits) and produce timely reports
• Participate in technical audits and investigations where required
• Provide discipline comment to AFA’s where applicable
• Comply with all HSE/OI principles, policies, and procedures
• Review and approval of Engineering technical documents and drawings as necessary
• Participate in pre-startup audits when required
• Technical Support to SCE/System Owners
• Lead regular reviews of performance of SCE’s/Systems across the assets
• Maintain a regular oversight of performance standards
• Review and approve maintenance strategies developed by the assets
• Mentor and coach Competent persons and Design Authorities within Repsol Sinopec Resources UK

Education Attainment & Accreditation
• Qualified to degree level or equivalent in a role relevant subject preferably Chartered together with experience gained in an oil & gas or petrochemical engineering organisation.
• Member of recognised professional body

Professional Skills & Experience
• Strong technical understanding of Oil and Gas processes and machinery trains
• Significant experience gained in relevant onshore and/or offshore positions
• A good understanding of all aspects of Management of Change (MoC) particularly in the oil and gas industry
• Knowledge of the UK regulatory regime
