Job Description:

Our client is seeking an experienced Procurement and Contract Specialist to manage procurement and contracting activities for a major mining development in Namibia. The incumbent will oversee sourcing, tendering, contract administration and commercial close-out throughout engineering, construction and commissioning phases, ensuring cost efficiency, contractual compliance and effective procurement governance.

Responsibilities:

• Execute procurement and contracting activities in line with approved procedures.
• Develop procurement plans, tender schedules and contract registers.
• Coordinate sourcing, tender preparation and supplier enquiries.
• Manage tender evaluations, commercial negotiations and award recommendations.
• Prepare purchase orders, contracts, amendments and commercial documentation.
• Ensure contract terms, pricing, deliverables and payment conditions are accurately recorded.
• Administer contracts and monitor supplier and contractor obligations.
• Review contract variations, change requests and commercial claims.
• Monitor supplier performance, delivery schedules and contractual compliance.
• Review contractor payment applications and supplier invoices.
• Maintain accurate procurement records, registers and commercial reports.
• Identify and mitigate procurement, contractual and supply chain risks.
• Ensure compliance with procurement governance and delegated authority.
• Coordinate with engineering, construction, finance and project teams.
• Manage contract close-out, final accounts, warranties and outstanding claims.

Requirements: Qualification and Skill

• Relevant qualification in Procurement, Supply Chain, Commercial Management, Quantity Surveying, Engineering, Law or related field.
• Minimum 15 years’ procurement, contracts and commercial experience.
• Experience on major mining, infrastructure or heavy industrial capital projects.
• Experience within an Owner’s Team, EPC, EPCM or major contractor environment.
• Proven experience in tendering, contract negotiation, administration and claims management.
• Experience procuring major equipment, construction packages and long-lead items.
• Strong knowledge of commercial contracts, payment terms, warranties and contractual obligations.
• Proficiency in Microsoft Excel and procurement or contract management systems.
• Strong negotiation, analytical, communication and stakeholder management skills.
• Knowledge of FIDIC contracts and Namibian procurement regulations advantageous.
• Greenfield gold mining project experience advantageous.
• Professional procurement or contract management certification advantageous.
