Job Purpose
Establish and develop a fit-for-purpose and efficiently controlled, QA/QC management system for the EPRS Club Operation that meets the Club Enhancement project objectives, in a cost-effective manner. Ensure different phases of the EPRS Club response to any Club member incident are executed and delivered safely, and in full compliance to the best Quality practices, while maintaining the highest level of compliance with relevant international codes and standards and applicable regulations of the State of Qatar.

Reporting and Relationships

 Reports to Head of Execution.
 Direct reports: None.
Internal
 Daily contact, Interfaces, and frequent meetings with the EPRS Club Enhancement Project Team for planning and execution of the different elements of this project.
 Reports technical matters to Head of Engineering and Head of Execution.
External
 Regular contact and interfaces with all EPRS Club members offshore operators, engineering, and QA/QC team.
 Frequent contacts with outside organizations, such as consultants, suppliers of equipment’s, TPI agencies, equipment & material vendors, and manufacturers; and engineering consultants and vendors to seek advice or clarification.

Job Context & Major Challenge(s)
-A SME and a focal point for developing, establishing and implementation of an EPRS Club fit-for-purpose and efficiently controlled, QA/QC management system, standard quality assurance processes, control procedures and documentations for standardizing the coordination and implementation of Club execution activities QA/QC management system, in line with the company and the Club members quality strategy, and verify the level of implementation.
-Manage frequent multi-dimensions communication with all the EPRS Club members for collecting, compiling, and maintaining the QA/QC and inspection and testing requirements for the operating Subsea facilities interventions and repairs and the EPRS Tools regular Inspection and re-certifications.
-Ensure the availability of competent, qualified, and experienced quality practitioners to the ongoing project scopes of work and monitor the performance and suitability thereof and ensure that third parties implement quality assurance programs that support the Enhancement project quality expectations.
Operates within a structured environment with a clear reporting framework, accountable for performance in accordance with sound projects principles.
-Works in accordance with company policies and directives from EPRS Enhancement Project Manager and Head Execution, as applicable. Frequently and timely report to the EPRS Club enhancement PMT and support the project maintaining the balance between Quality, cost, and schedule. Develop applicable and effective quality key performance indicators and provide feedback.

Key Job Accountabilities
1. Develop goals, objectives, and stewardship the implementations plan for an effective EPRS Club Inspection and QA/QC management program and establishing a project-specific inspection and quality strategies, processes, and procedures, to define the effective level of EPRS Club QA/QC intervention considering the criticality of the EPRS Club activities.
2. Establish and standardize the coordination and implementation of EPRS Inspection and QA/QC management. Ensure effective implementation of projects quality surveillance programs during all phases.
3. Identify and establish interfaces within the Qatar EPRS Club members and with 3rd parties for sourcing of QA/QC data and information and establishing the Inspection and minimum quality requirements for the project and EPRS Club contractors and vendors and ensure that the requirements are identified and effectively communicated to all stakeholders, bidders’ contractors, and vendors.
4. Develop, organise, and keep record of the Inspection and QA/QC data management Processes and Procedures for the EPRS Club members Facilities and tools. This includes QA/QC data integration, analysis, assessment, classify, trending, comparing, and draw conclusions and expected intervention scope, for the Club readiness.
5. Plan, manage and lead the QA audit program, and project-specific measurement and verification activities across all work scopes. Provide independent feedback to the PMT. Evaluate, Report, and communicate the status, the results, and issues if any. Maintain Tracking of Key findings.
6. Evaluate bidder’s quality credentials during the qualification and selection process, to confirm if prospective bidders are capable to meet the minimum quality expectations. Review and approve contractor’s Quality plans and other projects quality deliverables.
7. Provide technical support for any clarification/consultation and/or deviation/waiver approvals and QA training for all concerned parties as Technical SME.
8. Develop quality key performance indicators. Review and monitor emerging trends and develop necessary action plans to achieve quality objectives. Communicate project quality metrics (KPI) and statistics to the management team.
9. Monitor and coordinate reported deficiencies to ensure satisfactory closure. Ensure timely response, resolution, and closure of reported non-conformances, and identify, evaluate, and rectify any concerns that may affect project quality outcomes. Provide continuous improvement recommendations on procedures and verification programs.
10. Liaise with other EPRS Club Enhancement Project Management technical specialists and leaders and to develop guidelines and execute training and development programs.

Qualifications
-Bachelor’s degree in Engineering (Mechanical, Industrial, Material).
-Certified ISO 9001 Lead Auditor (IRCA), with experience in planning and leading internal and external QMS audits for Offshore and subsea Oil and Gas production facilities projects.
-10 years’ experience following the B.Sc. degree, in the field of Subsea Pipelines and cables repairs, construction or installation QA/QC with one of the major EPC.
-Proven track record in Development, implementation and management of Inspections and project QA plans and programs for Offshore and subsea Oil and Gas production facilities projects.
-Development of quality audit programs based on ISO 9001 and contractual requirements with good attention to details.
-Knowledge and experience of subsea Codes/ Standards.
