Primary Role
The Senior Local National Liaison (SLNL) is responsible for managing and supervising the National Liaison Team within their designated area of responsibility. The SLNL ensures the delivery of the Liaison function to the highest standards through a robust quality assurance framework. This role works in close cooperation with the Security and Safety Interface (SSI) team to meet shareholder requirements by effectively implementing current and evolving Standard Operating Procedures (SOPs) at each site location.
Key Accountabilities and Responsibilities
- Provide operational leadership, executive assurance, guidance, and corrective actions to the National Liaison team to ensure the company security standards are met.
- Foster strong cooperation and coordination with the company security elements, including ASI and CDG.
- Manage all documentation developments, translations, and Arabic communication related to procedures.
- Develop job descriptions and a 12-month on-the-job training and mentoring program for the National Liaison team, available in Arabic, French, and English.
- Oversee recruitment, training, development, and mentoring of Local National Liaison (LNL) recruits.
- Represent the Liaison function within Site Incident Management Teams; lead site security and emergency response planning.
- Audit and maintain the QA/QC database; produce monthly management reports for JJOC-level decision-making.
- Prepare and submit bi-weekly escort requests to the SSI for security force deployment.
- Maintain accurate daily LOCSTATs for all expatriate personnel in-country for incident management purposes.
- Support LTL and represent the Liaison and Logistics functions in project management and planning meetings.
- Ensure the company Health and Safety standards are consistently met.
- Verify and submit Liaison team payroll documentation for LTL/SAM approval.
- Develop journey management plans and monitor all expatriate travel within Algeria, including accommodation and transport security for special field visits.
- Uphold the company ethical standards and reputation in all Liaison activities.
- Lead and motivate the Liaison team to promote best practices and high performance.
- Deliver logistics support to field management teams.
- Participate actively in crisis and emergency response planning and site emergency preparedness.
- Conduct risk assessments, develop training programs, and ensure ongoing assurance of security provisions.
- Monitor JV business objectives, highlighting logistical risks impacting field operations.
- Arrange communication support for visits, field trips, and project activities within Algeria.
- Ensure road traffic safety standards through team management and collaboration with HSE transport representatives.
- Audit contractor compliance with minimum driver and logistics safety standards per the company contracts and strategy.
Additional Responsibilities (Algiers Specific)
- Coordinate secure transfer of the company personnel between in-field and international flights.
- Manage land transportation logistics and support expatriates during flight cancellations or delays in Algiers.
- Maintain accurate records of expatriate locations in Algiers; provide daily updates to HMD OLS and control associated documentation.
Operating Environment
Position is based in Algiers with some travel expected across the company sites in Algeria. The SLNL ensures all work routines align with Algerian laws, company policies, and ethical standards.

Required Knowledge, Skills, Experience & Competencies
Qualifications & Knowledge
- Minimum 10 years’ experience in security management or HSE environment.
- In-depth knowledge of corporate risk and security management, preferably with international experience.
- Expertise in risk mitigation, physical security systems, and business continuity.
- Recognized international security or HSE qualifications.
- ISO 9001 Internal Auditor trained.
- MIRA certified or equivalent advanced medical training for remote operations.
- Experience working in Algeria and North Africa highly valued.
Experience & Skills
- Relevant security experience from military, police, or industry background.
- Proven experience in instruction, coaching, training, and mentoring.
- Fluency in Arabic, French, and English (written and spoken).
- Leadership and team management capabilities.
- Strong IT skills, including Microsoft Office proficiency.
- Excellent organizational and multicultural interpersonal skills.
