Airswift (Air Energi Caspian LLP) is currently looking for a KSU Lead Electrical Engineer (for KZ passport holders) for one of our large project in Atyrau, 5\2. Job Description: 
The Lead Electrical Engineer reports to the KSU Design Engineering Team Lead and is a technical authority over engineering contractor and vendor packaged equipment designs. The position requires a subject matter expert level (SME) of electrical technical knowledge with 15+ years of design office experience for Major Capital Projects (MCP) delivery of oil and gas facilities. The Lead Electrical Engineer must have demonstrated ability to lead, direct, plan, and schedule electrical engineering team resources, deploy cost management initiatives; work independently and proactively; identify and mitigate risks; and deliver complex engineering designs within budget, on schedule, and meeting functional requirements. Experience in detailed design of substation packages including HV and LV protection system design is a necessity.   
This position requires technical bachelor or master Electrical or Power degree. Must be fluent in English (speaking and writing). This position requires demonstrated ability to effectively communicate, collaborate and drive alignment between multiple disciplines and stakeholders (including engineering contractor team members, vendors and Company Base Business groups). Must have strong interpersonal, written and verbal communication skills. Must be experienced with engaging at leadership levels within the organization. Interface with Company Operations, Maintenance, Reliability, Power Ops and other base business departments is required.
The position requires extensive experience reviewing technical electrical documentation and general project execution deliverables developed by engineering contractors and packaged equipment vendors to ensure that electrical designs and execution plans are aligned with Company standards, specifications and operational requirements to ensure safe, reliable, maintainable facilities are constructed, and handed over to operations efficiently. 
Active participation as an electrical technical authority in engineering contractor and substation package supplier 3D Model Reviews, Design Reviews and Constructability Reviews are necessary to ensure facilities are designed to be safe and meet Company requirements. Participation in HAZID and/or HAZOP Reviews to ensure constructed facilities are safe and meet requirements may be required.
The ideal candidate will be familiar with Company standards, specifications, Operational Excellence and safe work practices. Major Capital Project (MCP) design office experience is highly desirable. Experience working on brownfield facilities projects for the Owners team will be viewed favorably.
Base work location will be residential Atyrau, Kazakhstan, specifically located within the design engineering contractor’s office. Travel to substation package Almaty facility and or Tengiz site is required on occasion.  The Senior Engineer is subject to assignment wherever the Engineering Manager needs that person to serve.  The eligible candidate must be able to obtain work authorization for Kazakhstan.
General
The objective of the KTL Switchgear Upgrade Project is to replace the existing switchgear for the Company KTL plant, ensure compliance with RoK regulations and improve economic performance by creating a safer work environment and mitigating high consequence reliability threats. Scope of the project includes the addition of new electrical substation buildings within the KTL Plants and hot cutover of many existing electrical process equipment. 
Responsibilities for the Lead Electrical Engineer includes:
•    Electrical engineering stewardship within a multi-disciplinary, multi-national team
•    Ensuring high quality electrical engineering is delivered by the engineering contractor and vendors providing safe, reliable equipment to Company
•    Participate in development, oversight and growth of National Electrical Engineers
•    Developing leadership culture to ensure project success by championing high performance behaviors;
•    Planning and implementing organizational capability and managing contractors spanning multiple locations;
•    Engaging effectively with internal and external stakeholders.
Ensure all project activities lead to safe construction, incident-free shut-down and start-up and operational reliable facilities.
Ensure the design / engineering effort is consistent with the operational needs for safe operating facilities and work practices.
Liaise between Atyrau based design engineering office, Base Operations, Maintenance, Reliability, Power Ops and other base business departments and project personnel.
Engineering Responsibilities/Requirements
Minimum Bachelor Engineering in Electrical or Power engineering
15+ years of Electrical or Power engineering experience for design of Oil and Gas facilities
Must be fluent in English (speaking and writing). Strong communication skills and engagement with Company Project Engineers, engineering contractor team members and vendors is required.
SME level experience in relay coordination, power system modelling, grounding, lightning protection, load flow, short circuit studies, dynamic motor starting, no-load operation, autotransformer reduced voltage starting.
Operations experience and fluency in IEC standards, with a preference for RoK Company experience. Preference for candidates with Company power system experience. 
Reporting to the Design Engineering Team Lead, the Lead  Electrical Engineer must show leadership accountability. Demonstrated ability to lead, direct, plan, and schedule significant resources, deploy cost management initiatives; drive team performance and productivity, proactively resolve issues while applying robust decision-making principles; identify and mitigate technical risks; deliver complex engineering designs within budget, on schedule, and meeting functional requirements. Experienced with measuring discipline level progress across multiple work fronts and implementing mitigation plans to meet schedule requirements.
