Our greatest asset has been, and will continue to be, our people.  We are looking for an experienced and motivated individual to fill the position of Federal Program – Project Controls Specialist in our US Onshore Resources & Carbon Management (ORCM), Low Carbon Venture Business Unit based in Houston, Texas.

 

The Federal Program – Project Controls Specialist will be part of the LCV Integrated Planning team and will support the Low Carbon Ventures organization in leading project controls practices across their portfolio including DOE funded projects.

 

Key Responsibilities:

 

·        Development and implementation of Scope, Cost, and Time Management tools and practices

·        Understand and provide visibility of key program risks, constraints, and critical path items.

·        Development, implementation, and ongoing application of change management documentation and tracking

·        Liaise with SCM to incorporate proper project controls language into third party contracts.

·        Build and manage level I-IV  project schedules that include planning, engineering, procurement, construction, and commissioning activities for the Federal Program

·        Liaise with Project Team to ensure consistent cost estimating practices across projects and budget periods.

·        Analyze project performance and project trends to provide accurate cost and schedule project forecasting,

·        Responsible for cash flow projections for the Federal Program projects.

·        Establish, manage, and communicate program metrics, goals, and performance indices to ensure alignment and continual improvement.

·        Ensure timely and accurate reporting, and audit preparation practices for government funded projects to relevant authorities and funding agencies.

·        Stay current with changes in government regulations, guidelines, and reporting requirements, including DOE, to ensure full compliance and optimize practices.

Qualifications

 

Qualifications:

 

Required:

·        Bachelor’s degree in engineering, or relevant field to Project Management

·        A minimum of 10-15 years of industry experience in project management, project controls, or relevant field.

·        Strong business acumen (understanding of economic and financial analysis).

·        Highly proactive

·        Knowledge of project management planning, execution and monitoring and control concepts to allow meaningful forecasting observations / recommendations.

·        Strong decision-making skills relying on experience balanced with data and interpretations

·        Strong communication skills (verbal/written/listening/presentation)

·        Outstanding communication and interpersonal abilities to collaborate effectively with internal teams, government agency personnel, and external stakeholders.

·        High attention to detail and an unwavering commitment to maintaining the highest ethical standards in all government funded procurement activities

·        Highly collaborative (manages conflict as it arises, and leverages resources and networks)

·        Strong knowledge of O&G practices and BU operations and workflows
