Local Liaison Officer
Location: Talacre, Wales
Contract Type: Contractor (Outside IR35)
We are currently seeking a Local Liaison to join our team on the Liverpool Bay CCS project, based in Talacre, Wales. This is a key role for managing relationships with local stakeholders and ensuring community concerns are addressed throughout the project.
The purpose of the Local Liaison role is to:
Ensure smooth communication and cooperation between Saipem and local stakeholders—including community members, local authorities, and regulatory bodies—during the Liverpool Bay Decommissioning and Carbon Capture & Storage (CCS) project in Talacre, Wales.
More specifically, the role exists to:
- Build and maintain trust with local communities and authorities.
- Manage concerns and complaints related to project activities (e.g., noise, traffic).
- Facilitate permitting and authorization processes, working with local regulatory bodies.
- Support local logistics and compliance efforts by collecting relevant information and coordinating with local organizations.
- Promote Saipem’s sustainability values and help implement community engagement or development programs tied to the project.
In short, the Local Liaison ensures that the project progresses smoothly on the ground by addressing social, administrative, and logistical challenges from a local perspective.
Key Responsibilities
- Address local stakeholder concerns and escalate issues internally with proposed solutions
- Represent Saipem at community meetings and find compromises where needed
- Build and maintain relationships with local government bodies and community organizations
- Coordinate with immigration authorities and other bodies for VISAs and work permits
- Liaise with labor and regulatory offices to support project activities
- Gather and report data to support local logistics and operations planning
- Produce regular reports to inform business decisions
- Support sustainability and community engagement initiatives
- Promote Saipem’s sustainability culture and contribute to local development
What We’re Looking For
- Experience: Minimum 6 years in local authority relations, stakeholder engagement, and permit/authorization processes
- Knowledge: Familiarity with Welsh regulatory structures and community dynamics
- Skills: Strong negotiation and communication skills with the ability to find practical compromises
- Languages: English required; Welsh language proficiency is a strong advantage
- Attributes: Professionalism, cultural sensitivity, and an ability to build trust across diverse groups
