Airswift is looking for a Regulatory Lead to work with a major Oil and Gas company on a initial 6-months contract (with the possibility of extension).

The selected candidate will primarily be focused on rolling out regulatory rules internally at MRO. This person will act as the Project Lead for implementation of federal rules across stakeholder groups. They will take the finalized rules and work with 5 or 6 internal stakeholders and get them implemented across the assets. They will not have to handle the external advocacy pieces mentioned in the job description nor will they be responsible for the external state agency piece.

Regulatory Lead serves as a subject matter expert and enterprise-wide coordinator of regulations promulgated by the Bureau of Land Management, Bureau of Indian Affairs and state oil and gas commissions. The Lead will serve as Marathons primary technical representative on federal trade organization committees related to this subject matter. The Lead will routinely interface with Regulatory Compliance Managers to understand advocacy objectives and will be responsible for rolling out newly finalized regulations to the Regulatory teams and supporting implementation with consistent processes and tools. Environmental-related regulations will be handed off to the Compliance Supervisor and the Regulatory Lead is responsible for developing RACI charts to coordinate efforts between the Regulatory Compliance Managers and the Compliance Supervisor.

Primary responsibilities:

  • In concert with the Sustainability & Advocacy Manager, develop strategic guidance on forthcoming regulations and represent Marathons interests in state and federal trade organization committees.
  • Analyze proposed regulations to identify potential pain points.
  • Consulting with Regulatory Compliance Supervisors, Operations, Land and Production Revenue Accounting as needed to develop company positions.
  • Communicate and advocate for Marathons position within the trade groups, elevating issues of nonalignment as needed.
  • Communicate developments on regulatory policy internally.
  • Communicate major developments and associated impacts to the Sustainability & Advocacy Manager.
  • Assist Regulatory Compliance Supervisors with implementation of final oil & gas regulations.
  • Summarize requirements.
  • Lead gap assessments and coordinate efforts to develop processes and tools to support implementation.
  • Determine when implementation is appropriate for the Compliance Supervisor to execute.

Must have’s:

  • Project Management Experience
  • Environmental knowledge
  • Upstream federal regulations knowledge

Nice to have’s:

  • Previous Experience with Bureau of Land Management field offices (established relationships)
  • Reporting for upstream oil and gas
  • Facilitator skills
  • Familiar with federal rule implementation
