Airswift is looking for an Lead Analyst, Project Controls, to work with a major LNG Client on an initial 1-year assignment in Houston, TX.

POSITION OVERVIEW
The Lead Analyst, Project Controls is responsible for preparing, reviewing, and overseeing the project schedule and cost development in support of the engineering and management teams during the early Project Development and Execution project stages (Engineering, Procurement, Construction, and Start-Up), including Pipeline, Gas Compression Facility, Gas Metering Station, and Gas Liquefaction/LNG export plant Project, as needed.
The Senior Analyst, Project Controls will report to and work closely with the Manager, Project Controls, within the E&C Project Services group. The Lead Analyst, Project Controls will provide schedule analysis, project cost analysis and forecasting, develop Integrated schedules, review contractors’ schedule updates, perform schedule risk assessments, and quality assurance during any project stage.
The Lead Analyst, Project Controls will be expected to develop ad hoc high-level schedules (Timelines) required for reporting, generation of what if scenarios, evaluation of feasibilities and concept studies, front end engineering design (FEED), in the early Project Stages. During the Execution stage this position will compile and input detailed schedule information with sound logic into a computer software program. This information is required for schedules data verification and assessment to determine if a proposed project is timely and viable, or to assess contractor’s bids.
The Lead Analyst, Project Controls will be located at Companie’s Corporate office providing support on various development project studies and may also support the Execution team in overseeing the Contractors construction schedules for quality and integrity validation. Occasional visits to attend meetings at Contractors office and construction site visits may be required.
RESPONSIBILITIES AND ESSENTIAL DUTIES
• Provide the necessary schedules to ensure the development of proper estimates and studies within a project stage and for final investment decision
• Participate in Contractor’s schedules kick-off meeting to establish all deliverables, including WBS, basis of schedule deliverable, reports, detail of schedule alignment, and schedule review timeline
• Engagement with the contractor’s Planner/Scheduler during the project schedule development process to ensure all the schedule information is complete and accurate
• Assess projects progress performance against plan to promptly advise leadership on the appropriate action as well as critical path evaluation
• Prepare Look ahead reports to ensure readiness to progress forward works
• Ensure the preparation and development of the interface schedule
• Make recommendations on project direction and scope. Verify the identification of all required activities to complete the Project Scope of Work and support the Project team on setting up project’s WBS
• Execute assessment of schedule risks and determine ranges and contingencies with or without contractor’s Schedule
• Assist with validation of Contractor’s Change Orders, impacting the schedule
• Produce monthly/weekly project status reports as requested by Project Services Director/Project Management Team
• Support the development of internal management Board presentations with high level timelines development
• Participate in functional Assurance reviews
• Maintain Contractors’ adherence to all project schedules’ agreements and conditions
• Plan and deliver the Integrated Project Schedule (IPS), fully integrated with the work of other company team members in the same or other disciplines or functions
• Meet stated planning and scheduling deliverables deadlines with high quality and accurate results
• Keep Company’s Manager, Project Controls informed of any schedule impacts due to contract issues and any effects on other project tasks and activities
KNOWLEDGE AND SKILLS: Knowledge: The Lead Analyst, Project Controls should possess knowledge of engineering, procurement and construction activities, schedule logic/interrelationships, cost reports, and procedures in the oil and gas industry, as they apply to EPC projects, including both home office and field construction.
The Lead Analyst, Project Controls should be proficient in time estimating, Schedule’s benchmarking development, oil and gas industry standard language, word-processing, computational spreadsheet software, as well as hands on in computer-based scheduling software like Primavera Project Planner, Primavera Risk Assessment (PRA/Acumen Risk), Ms. Project, Acumen Fuse, Milestones Professional, Power BI, and Ms. Office Timelines.
• Superior knowledge of standard EPC contract terms, including hourly, lump sum, not-to-exceed
• Computer literate, including learning and experience in word processing, spreadsheets, dashboards, data analysis matrix software, typical office packages, and basic computer literacy
• Knowledge and proficiency in CPM scheduling techniques, development, tracking, analyzing, updating, forecasting, and reporting
• Knowledge and hands on in scheduling software applications
• Knowledge and skilled in planning and schedule control functions including deterministic and probabilistic schedule development, schedule analytics, time forecasting, and plan vs. actual variance reporting
• Knowledge in cost control functions including budget development, cost analysis, forecasting, variance reporting, charts, and graphs
• Knowledge in Earned Value Management System and techniques
• Knowledge in Oracle Purchasing and Hyperion Financial system
• Knowledgeable and proficient in computer based financial and budget system, PowerPoint, and computational spreadsheets

EDUCATION AND EXPERIENCE
Education, Training and Certifications: Bachelor’s degree in engineering, economics, mathematics, technology. Equivalent combination of education, training and experience will be considered.
Experience:
10+ continuous years in a project controls environment, preferably within an oil and gas operating company and/or engineering and construction company. FERC experience and knowledge preferred.

The Lead Analyst, Project Controls should have the ability to multi-task and function in a highly dynamic atmosphere; must exercise discretion independently.
WORK CONDITIONS
• Job is performed in a typical office environment, but is subject to time pressures and constraints, and is often dependent on input from others.
• Occasionally, work may be performed from home, after normal work hours or on weekends.
• May be required to work overtime.
• Subject to drug and alcohol testing, per applicable federal regulations or as required by the company.
• Able to qualify for a Transportation Worker Identification Credential (TWIC) Card.
• Periodically travel as business requires.
