Job Summary

The Willow Facilities Field Engineer is accountable for providing engineering support and coordination for the Facilities installation scopes being completed on the North Slope for the Willow Project. Major scopes currently include WOC Sealift Modules (2025 install), WOC Permanent Camp (2025 install), WOC Phase 1 and 2 Truckable Modules (2025 and 2026 install, respectively), and Phase 1, 2, and 3 WOC Buildings (2025, 2026, and 2027 install, respectively) with opportunities for future Willow North Slope installation scopes.

The Willow Facilities Field Engineer is a key interface between the Willow Project team (including Construction and Commissioning), Willow Facilities Install Contractor, and the Willow Engineering Contractor. The role has a responsibility to resolve, coordinate, and expedite resolution of site installation issues with the North Slope team as well as the Engineering Contractor, located in Houston, Texas. Close coordination will be required with both Company and Contractor Project and Package Engineers. The position will report to the WOC & K-Pad Project Lead.

Alaska Overview

ConocoPhillips is Alaska’s largest crude oil producer and largest owner of exploration leases, with approximately 1.2 million net undeveloped acres at year-end 2022. The company produced an average of 200 thousand barrels of oil equivalent per day in 2022. ConocoPhillips has major ownership interests in two of North America’s largest legacy conventional oil fields, both located on Alaska’s North Slope: Kuparuk, which the company operates, and Prudhoe Bay. Additionally, ConocoPhillips operates several fields on the Western North Slope. The company has an ownership interest in the Trans-Alaska Pipeline System (TAPS) and owns/operates the Polar Tankers fleet.

Willow Overview

Located on Alaska’s North Slope in the National Petroleum Reserve (NPR-A), the Willow project is estimated to produce 180,000 barrels of oil per day at its peak. During construction, Willow is expected to create around 2,500 jobs, with a majority of labor provided by union workers. The development is estimated to create 300 permanent jobs.

The economic impact of the Willow project will be sizable. According to the Bureau of Land Management (BLM) estimates, Willow could generate between $8 billion and $17 billion in new revenue for the federal government, the state of Alaska, the North Slope Borough, and local communities. The initial phase of Willow development will include a new Willow Central Processing Facility (WCF), three drill sites, pipelines, roads, bridges and supporting infrastructure.

Willow will be a greenfield design including all processing facilities, utilities, drilling equipment, camp, and power generation.

Description

PLEASE NOTE: Long term, this position is North Slope based on a rotational schedule and will have an alternate. A two weeks on / two weeks off schedule is standard. However, the expectation is for both alternates to have a more traditional Monday-Friday schedule for the first two months, half of the time in Houston, Texas to come up to speed with the Willow Engineering Contractor, and the other half of the time in Anchorage, Alaska to come up to speed with the Anchorage COP team.

Your responsibilities may include:

  • Be the engineering Single Point of Contact (SPOC) on the North Slope for the Willow project – to ensure that project objectives and goals are met, and project activities / work are performed and completed according to the agreed schedule
  • Provide key interface with engineering, construction, commissioning, and various site subcontractors to enable the most cost effective and efficient means of performing the work
  • Manage the development and response to Technical Queries (TQ’s), Requests for Information (RFI’s), and Specification Deviation Requests (SDRs) raised by engineering and installation contractors
  • Support field execution team and work directly with engineering contractor site support team to resolve issues
  • Actively support and promote ConocoPhillips Alaska IFC “Incident Free Culture” with employees and contractor’s personnel
  • Be an active and visible role model, and promote motivation, good communication and a positive work environment
  • Actively promote Company knowledge sharing; apply best practices, synergies, and lessons learned from other projects and operations

Qualifications

Basic/Required:

  • Must be legally authorized to work in the United States on a full-time basis for anyone other than current employer
  • Bachelor’s degree or higher in Engineering or related field or foreign equivalent
  • 5+ years of projects / engineering experience in oil and gas industry
  • 1+ years experience with Arctic North Slope facilities and projects
  • Intermediate knowledge of rules, regulations, standards, and specifications applicable for major oil & gas facility design
  • Willing and able (with or without reasonable accommodation) to travel up to 50% of the time to Houston for the first 2 months, then travel requirement will shift to 20% annually.
  • Willing and able (with or without reasonable accommodation) to work in a remote work location on a 2 week on/2 week off work schedule.

Preferred:

  • Beginner level knowledge of facility engineering fundamentals including basic knowledge of Process Safety Management (PSM), Process Hazard Analysis (PHA) and Management of Change (MOC).
  • Intermediate level of knowledge of Capital Projects Management System (CPMS)
  • Intermediate knowledge of industry design and equipment standards (e.g. API, ASME, NACE, NEC, IBC, ISO, etc.)
  • Advanced interpersonal, written and verbal communication skills
  • Advanced multi-tasking skills with ability to manage multiple ongoing activities
  • Demonstrated performance as part of a team working large project and interfacing with other project leadership
  • Demonstrated strong technical competence, understanding of operational and maintenance requirements regarding facilities and/or Brownfield design and performance
  • Demonstrated ability to work collaboratively with other disciplines and across organizational boundaries
  • Listens actively and invites dialogue for shared understanding, then influences and acts to drive performance and achieve results
  • Builds strong relationships based on trust and seeks collaboration across organizational boundaries to achieve goals
