Summary

The HSE Management System Senior Specialist provides subject matter expertise consultation on HSE regulatory requirements and works to ensure that HSE MS is aligned.

 

Responsibilities

  • Coordination, preparation and submittal of HSE registry databases, contract bids, customer prequalification’s, permits, regulatory plans, regulatory submittals
  • Responsible for oversight of HSE registry databases
  • Perform compliance verification on policies, procedures, plans, permits with respect to occupational health and environmental regulations and best practices; maintain regulatory tracking database including all regulatory requirements applicable to drilling operations and shops
  • Responsible for interpreting regulatory rules and rule changes; participate in industry committees and workshops
  • Develop a mechanism to identify the legal and regulatory requirements; establish a process to filter the applicable regulatory requirements
  • Develops and maintains annual regulatory compliance schedule for new and recurring reporting, monitoring, inspections, and training.
  • Recommend changes to procedures and HSE Management System in response to changes in regulations to and advise on compliance issues; establish and maintains database and tracking of all regulatory correspondences
  • Tracking proposed regulations, participating in peer reviews, and identifying potential impacts to the business; communicate with regulatory agencies on compliance requirements or clarification and follow-up of submissions under review
  • Serves as liaison with local, State, and Federal regulatory agencies to obtain appropriate approvals and provide necessary information to the same agencies in order to comply with the regulatory requirements
  • Track regulatory files and responses (corrective actions); maintain all program documents including permits, regulatory plans, analytical data, records, etc.
  • Conducts self-audits of permits, notifications, reporting requirements, and non-compliance correction
  • Collaborate with the team to lead interactions with regulatory bodies at the field level to address non-compliance issues and assist the team with regulatory challenges
  • Works closely and collaboratively with Management of Change/Corrective Actions and Investigations Team Leads
  • Educate and guide HSE and operations regarding health, safety and environmental regulatory matters and processes; including supporting operations in field-based compliance effort and participating in inspections relating to occupational health and environmental compliance. Provide regulatory support in divestitures and acquisitions
  • Assist with field data collection with respect to ESG reporting requirements
  • Special assignments/projects as necessary and applicable as they relate to HSE Management System

Education

Bachelor’s degree in a Safety, Environmental Science or Engineering discipline or equivalent qualification preferred.

 

Experience

Minimum 7-10 years of direct HSE Regulatory ExperienceStrong working knowledge of drilling rig components and drilling rig activities.

Experience in interpreting and complying with health, safety, and environmental regulations and implementing programs/procedures for sustained compliance.

Drilling rig experience in multiple basins preferred.

Knowledge of current State, Federal, and local laws, rules and regulations related to oil and gas operations
